It is quite simple and has existed before the charm - this is not a new rule at all. It's been always in place, as people can do it.

However, specific conditions must be met and if reported properly, they can easily be proven. If a player who plays survivor notices they face the same killer (a person) several times and each time the killer makes sure they are the only one who gets tunneled out of the gam and quickly killed, even ignoring others... Each and every single time, the intention is clear here. The killer doesn't do it with the others, only with them. The killer engages in a otherwise normal gameplay, that does not involve tunneling them out of the game. This will ruin the survivors experience long term, because they are the only one who is being targeted and it is repeated.

Now they start recording it after they noticed it, boom, 15 matches (example amount) later, 15 recordings later, they have reported it each time and provided evidence for each time. It was always the same person, over and over again. There is proof that the killer only targeted them and made sure to get them out of the game from the beginning, but not with the others.

If the killer however admits in end-game chat they did it due to certain things, e.g. the Pride charm or who the person is or other reasons, this will make it already bannable, as they admit to targeted harassment in this case. So no, this is not only for the pride charm. This always has been in place as there have been many situations where it was needed and is still needed, because people can be like this. It is up to you to believe it, but there are people that do this and they do it intentionally.
