No, the Steam bundles are a bit iffy like that. The Dwarven Legacy bundle consist of everything currently available to buy, but the new DLC isn’t available yet. However, once it comes out, the total price of the Dwarven Legacy bundle will go up and include the new DLC.
I do hope they add a way to switch between having and not having a beard
