[2023] Alternate Utility

I feel like mobility is too important to have an alt option. Support on the other hand... is fair game. 1. Not everyone uses flare gun (why?) 2. Sometimes I forget to use satchel charges and just don't want to kill allies in general 3. Turrets aren't the only thing engineers can make 4. Shield is nice but you don't need it. (People underestimate ziplines)
