The claim box is purely visual, so even if it crashes you should still get them. Check your wardrobe for the previous season hats. The two new ones requires you to do the Assignment.

So does holiday headwear disappear between holiday seasons? All the stuff I had previously shows as new even though I know I had it at one point.

I believe that is because you used to have to buy it in the store for each character, which you probably did. We changed the system to just award that previous event hats when logging in, so you might have gotten them "again" through the new system which would explain why they are new.
Just for clarification this won't be active for ps4 on launch will it? I figured not since the event ends 2 days before.
It won’t. The Xmas event ends when Xmas is over. The hats will be available again next year.
