[2019] Synthesizer upgrade quest bugged on 2nd character.

My titan has a blue synthesizer and has a weekly bounty that upgrades it to purple, telling me to complete the highest tier i can 4 times to do so.

My hunter has a green synthesizer but the weekly upgrade quests also indicate that they are trying to upgrade to purple. Completing tier 1 does not count toward the upgrade bounty but i cant launch tier 2 to attempt to upgrade it, but tier 2 does show in the explorer.
