Seeing as he is now going to be visited more often than Petra, and Menagerie seems filled with people who don't have raid banners, it would at least mean they have no excuse not to have banners on them. Of course people will still be stubborn and not place any banners, but I feel like there is a good chunk of players who don't even know that Petra sells them at all, or can't be bothered to go visit her.
