They were for last year's solstice armor, why not this year? I'm sure there's plenty others like me who really wanted to wear the Rare versions of the armor for fashion in case the majestic set looks too gaudy.

These should be available as ornaments on the Armor 2.0 versions of your Solstice 2019 armor come Shadowkeep.
And yes, the glows are planned to work on them as well.
