[2023] Private Server Startup - Government and Currency

Ok, so having had a good time previously on someone else's server that started with a Central Government Plaza in place, with a Global Currency, Government Shops (for baseline pricing), UBI, and Road Districts already mapped out, I was looking to recreate this sort of setup for a small group of friends (about 10) looking to play together on a private server I'm hosting.

Problem is, the only information I've seen for how to setup this up involves building it all the hard way, getting everything in place, and then doing an Export/Import of the World and Civics. Unfortunately, building that initial government building using the /give command is both time consuming and a bit of a PITA. Instructions, let alone documentation for the mods involved, has been scarce and seemingly lacking.

Is there a faster/better way to get this all up and going? (I'm not interested in "Just play through it as intended" responses. The whole point is we're looking to not.)
