You cannot turn settlements off for worlds that ever had it active and all worlds started via the game menu have it enabled - doing that will corrupt the world and lead to things being broken. Check this news on how to get claim papers for skill scrolls in singleplayer the intended way: https://store.steampowered.com/news/app/382310/view/3897366645124411914

Yes - settlements feature is determined at world creation and changing afterwards is not supported, as the two systems are completely different and settlements off is a legacy option that won't get continued development. It's noted in the release notes of Update 10 as well. If you switched it at any point, the save is corrupted and only restoring a backup to the state before will reliably help.

For singleplayer, just starting a new world with "No Collaboration" will have the exact behaviour as in Update 9 with skill scrolls yielding unlimited claims and you can additionally found settlements - or just not, as you please. Don't turn settlements off manually for local games, it's not supported for them. Settlements off for servers also has a lot of known issues that will be addressed in the next Update.

Some objects require authentication components to function correctly for technical reasons. Also, housing bonus only works on claimed deeds.

If you refer to the warning you received nearly two years ago, that was given for insulting other users, while everything else in your thread was fine and stayed.

In no case this has any relation to this topic, though, and hence should also not be brought up here. You can always reach out to [email protected] if you are unhappy with any moderative actions. The steam community guidelines are visible to everyone, so are the pinned rules for this hub. We ask for understanding that they also get enforced here.

In this thread I simply stated how settlements work in singleplayer and conjunction with the unrestricted claims feature for it - including that settlements off currently has multiple problems in general that are going to be fixed in the next Update. For the thread creating user they will get what they wanted to achieve when they just start a No Collaboration world and not disable settlements, but simply ignore it. (And the user has specifically asked me to answer in his OP, which I did)
