No, Eco does not have water physics yet. To transfer water you'll need an aqueduct, but it doesn't affect where you take it.

No, they're not, we'd probably like to take a look on them for Update 10 and boats. We never really intended to have any sort of extensive water physics, so I at least for now wouldn't expect anything more than basic minecraft physics, that at least allow transferring water.
