No, the calculation for culture is a part of the core game and cannot be restored to prior behaviour. Increasing the multiplier will do what you want, until players adjusted towards rating pictures being much more important now, just using reputation on artists doesn't work anymore.

Prior to the update, we were mainly rating pictures with the occasional work order giving rep to players/artists. Its a small server with only 10ish active people. Does that mean we have to rate players/artists now since it pulls from the less of the two?

Yes - though that is a rather rare case. The reason for the change was that players tended to barely rate pictures as artist reputation was already creating sufficient culture, given the player reputation system is usually widely used already. In most cases the determining factor for culture will be the actual picture ratings now, as it was intended to be.
