I'm a returning, again, player. Coming back for the first time in about a year. I'm just playing Horizons, like I did before. Only now, I've got a new PC. Before my video card was a GT 730. Barely a GPU. I played with lowish graphics settings, but the game played great. I had playable frame rates. I'm not sure what they were, but I had no trouble in combat, so I'm guessing not terrible terrible bad.

Now I'm playing with an i5 CPU, 16 GB of RAM and an Nvidia 1650 Super video card. Even the at just menus I'm seeing 3FPS. It is totally unplayable. All the while my CPU is 20% occupied and my GPU 6%-8% used. I've only got the one video card, and no GPU on the MB. The CPU doesn't even have integrated graphics. Even with only the one GPU, I've gone into the display settings and have chosen the Nvidia card as the GPU in the application. When I use the GeForce Experience app to get my frame rates, I see the GPU displayed as the 1650 super. The Task Manager GPU performance shows it working as well.

I've upgraded my drivers, down graded my drivers, wiped them cleanly and done reinstalled both old and new versions. I still get the same results in ED. I've gone and updated all of the drivers on my PC. About the only thing I've got left is to reinstall everything.

Also, I can see the GPU engaged in other games. Diablo 3 100% GPU utilization and I'm seeing north of 100FPS. I'm really confused. I'd appreciate any help or suggestions.
