[2023] Settlement Massacre not working?

I am playing in Odyssey, and I took a Settlement Massacre mission. Go there, kill everyone. I arrive, I see the objective pop up on my screen, but none of the kills were counting towards it. I checked a terminal, the people there were of the faction that was the target. I went ahead and killed everyone to see if maybe it was just a visual bug, but even after the whole place was wiped out there was no change. Looted everything and left, still no change. The transaction screen still says "You have arrived at the settlement. Eliminate all of the personnel there."

Am I missing something here? Is the mission just bugged? I mean, everything I stole while I was there will still net me some good money, but I'd also prefer to actually be able to complete the mission.
