Based on the description, it does sound like you have a notoriety that's preventing you from paying the bounties.

Thank you for reaching out. From the picture you can see that I have zero notoriety. At least, thats what the game is stating.
EDIT: I reread it and see im completely wrong. I was reading that text incorrectly. Yes it looks like the notoriety was the issue.
Is there a way to see if you have notoriety or not in game?
As worksonit said, you should be able to on the right hand side bottom screen!
