Paul, are you able to confirm if Combat Bonds gathered with telepresence multi crew not counting towards a Titan are a bug or is it working as intended please?

Only the actual pilot gets contributions when fighting the Titans. Telepresence won't be counted.

I don't suppose there'll be a way for those that missed a Titan to catch up in order to get the full decal/skins..?

You can only gain all the rewards if you have been involved in fighting all the Titans but you do get each incremental rewards for every Titan you have been involved in fighting.
