[2023] Help with Sirius

Hey all. I am following Fox's guide to engineering to unlock engineers. So far, it's been going well, but I am on the step for Marco Qwent. I did the 5,000ly sprint and am allied with the Sirius Corp, so that part is done, I've continued doing whatever easy missions popup at Davy Dock. I've spent 4 hours, logging in and out, waiting, doing some material farming, and I go back to visit Davy Dock every so often.

I still haven't gotten the mission to unlock Sirius. What am I doing wrong here? What can I do differently to make this easier? Is there a system I should visit instead to find this permit mission? Thanks for any help in advance.
