[2022] why is the fine system so janky!?

So, I got a fine by earth defense fleet.

Why can I not pay it off at the station I got it from, or any other affiliated station!?

I'm now flying around the galaxy like a **** looking for interstellar factors, which also can't be affiliated with the fining faction apparently...

This is really bad and needs fixing!
