[2023] Alioth Permit, could make me leave the game.

I did the grind, I got the rep. 4 days of going EVERYWHERE looking for the permit mission and its not showing. This is road blocking the engineering I'm doing and extremely frustrating. Any idea why the mission won't populate? Fly frustrated cmdrs. fDev, jump into a star; any one of them, I'm not picky.
