Accepted a courier mission I was unable to complete

I accepted a mission to deliver data to Petitt Terminal. I jumped to the system it was in, flew over, and then my docking request was denied. I was within 4km to be sure it wasn't a distance issue, so I'm assuming I don't have the credentials to land there. Is there a way to see if I'm even able to land somewhere required for a mission before I actually accept the mission?
