[2023] Is Legacy still default Steam download?

I don't really have space to have two E:D instances on my PC so I had to download live horizons, delete the legacy, and never update or check integrity of files via Steam.

On March 23rd there was announcement that Update 15 will finally change that, Update 15 released, but when I did check integrity of files it still started downloading products/elite-dangerous-64 the legacy instance.

Did they back out of this change? Or like it's often the case nobody knows?
