So I've been reading about the massacre missions as a money maker for months. Been trying to get it to work.
I have a system which the PvE tool says should work. I have all the factions besides the pirates themselves allied. Barely massacre missions ever appear, the ones that do are usually wing missions that are worthless vs the time investment.
The system I'm using is HIP 108729 targetting HIP 108701 if anybody wants to take a more specific look
