[2021] Game completely broken after patch

Is this happening to anyone else?

After the recent update, the game stutters and freezes no matter what I am doing. My drivers are up to date, overlays are all turned off, usage on my graphics card stays below 50%, and even when I drop down to medium or low it continues - normally I run the game in the 'high' graphics setting.

Last time I played was right before this patch went out and when I saw there was free arx this week I decided to hop on, only to not be able to leave the station I was parked in due to freezing/stuttering. Frustratingly, to say the least, I went from a playable but with bugged features game to a completely unplayable game due to this 'fix' .
