Settlement Restore Missions Bugged?

I'm trying to get into more Odyssey gameplay loops, and get familiar with some of the missions, and two of the settlement restore missions just seem to not be functional at all. Upon approaching the settlement, the mission updates, but there's no further updates when powering the settlement on, and also for venting all the buildings.

Really frustrated by this as there's nothing that helps out online, I've vented every building I can, and even tried repressurising them all, yet the mission still hasn't completed. Am I missing something important?
