[2022] Can't Dock, Not Wanted, No Bounties

I'm trying to dock at Gurney Orbital in Coriccha to turn in a delivery. I don't have any illicit cargo, I have no bounties, I'm not wanted, and I'm in good standing with nearly every faction in the area. The station isn't hostile toward me, just denies docking. Is there a reason I can't dock here?

Edit: I'm in a Federal Dropship, also in solo play. Made sure I was within 7.5km, still denied, station reads green when targeted and relationship read Cordial. Confused.

Edit: Do black box missions automatically deny docking? I am not carrying any black boxes, just the quest.

I'm guessing the NPC or whoever left? Did I miss a prompt or something that gives you a clue about things like this? All I remember is getting docking request denied, no explanation why.

Hello CMDR, even in Solo play you can get a bit unlucky sometimes and have the situation of an outpost being filled with NPC pilots! To try and push things along and get the NPC to leave sooner than they otherwise might you can either relog, or travel to another system and back.
