[2022] Purchasing Commodities from FC's Not Possible for Me

So question my fellow CMDR's does anybody have any idea why I am unable to purchase commodities from FC's? For context no matter what FC I go to and no matter what commodities I try to get I get the same message "Transaction Cancelled: Out of Stock" Inara and EDDB both list them there even tried a friends while I had him in chat to confirm the commodities did exist in his FC just to be sure and same message pops up. So what the hell is going on and does anybody have a way to fix it?

Supplementary info: On PS4 thus in Horizons version. Yes I have the cargo space and racks. Have traveled up to 14 various FC's in multiple systems with same result. Have tried multiple various commodities at least 16 same result. Had no issue purchasing before the last server maintenance.
