[2021] Can't seem to pay off my own bounty?

I'm doing some massacre missions and I guess I accidentally shot a clean ship. I have a 400cr bounty issued by the faction that owns the station where I picked up these missions. I'd be fine just turning myself in, but if I try to dock at any station owned by this faction, I get a trespassing fine on top of the existing bounty value, and ships open fire on me. I have 0 notoriety. I've tried going to an interstellar factor nearby, but there is no option to pay the bounty: it says, "At this time, Commander, our records show no business we can assist you with."

What is going on here? These seem like the only two ways to resolve a bounty, but neither work. I can't turn in completed missions because I can't dock at the station, either. Help!
