[2022] Cannot pay off Pilot Federation Local Branch bounty. I can pay off all other bounties. Anybody know the fix?

I jumped back to the starter systems to help a friend start the game. While doing some POIs, system security starts attacking me. It's not a huge problem to take some extra abuse and finish the instance, but it's annoying.

I've tried going to interstellar factors, my notoriety is zero, but this specific faction bounty doesnt show up to be paid, I can only see it in the transactions tab. I've tried launching in horizons. When I launch in horizons, my bounty doesnt even show up in the transactions tab - let alone at an IF, and in Odyssey I have no option to pay it. I have encountered the bug where you have to launch in horizons to pay the bounty for other factions, and that fix works, just not for this specific faction.

Any ideas? Is this a bug? Or does the Pilots Federation Local branch have a certain way to take care of bounties? I haven't been able to find others having this issue.
