[2022] Anyone else having instancing issues after Update 13

So after update 13 me and my Friends have had a weird instancing issue... We are not able to instance until all of us enter super cruise..
This is how weird the issue is... I was already in the game and my friends joins the game.. we form a team.. he logged on in the carrier and I was a system away.. I jump to the system the carrier is in drop out of super cruise.. I can see his team signal... I dock and he cannot join my ship and can I see him just the team signal.. We then both have to enter super cruise and only then we can see each other and everything is fine after that.

Last night we went over our port forwarding settings and even tried pfconfig to test out port forwarding and results were positive. Firewall permission are still good and game is still excluded from AV. All 3 of us have different ISP but with very high bandwidth and no recent changes to our networks.. Any clue?
