[2021] Question regarding weird stutter while flying.

So it’s especially note able when rolling or pitching but it seems as if the world around me kinda stutters for a split second. I tried everything but can’t seem to get rid of it.

I have an GTX 1070 and a Ryzen 2600

What is causing it?
