Shapes dance near bottom of virtual screen when in Space Legs VR

Is anyone familiar with this visual glitch or know how I might fix it?

These shapes move rapidly and appear translucent so they are not the same in each eye. This occurs when ASW kicks in only in space legs and the splashscreen when I launch the game. If I look down physically with my head they get bigger and if I look up they get smaller.

If I totally disable ASW they go away. I consider this a workaround for now, it's a bit of a drag to disable.

I've got an I7 9700K and a 4080S. I'm using a Quest 3 over Occulus Link cable. Never had this happen when I was on a 2080.

Quick sanity check: it's normal that I get ~65fps in Space Legs VR even though my system shows about 33% cpu usage and about 40% gpu usage most of the time?

To be clear, phenomenal image and smoothness when flying my ship. No problems.
