[2023] Steam Controller No Longer Works?

I used to play with a Steam Controller all the time but took a break from the game for a bit. Now that I come back, Elite thinks the Steam Controller is a keyboard no matter what I do. I have the controller in Steam set to act as a normal gamepad and I changed the controls in-game to all be control pad yaw with mouse and keyboard but it still doesn't work.

When I try to bind controls manually from the controller, Elite thinks A is Enter and B is Space, despite it not emulating a keyboard. Additionally the menus are basically functionless as both A and B function as A (likely because they're bound to Enter and Space respectively, but there's no evidence of that anywhere).

Has anyone run into this and know how to fix it? I'm really hoping they didn't remove support because it's the only way I can play the game.
