[2021] Unable to buy new CG Mining Lasers?

I wanted to do some more laser mining this weekend so went off to purchase a load more of the pre-engineered mining lasers from the last community goal, and I can't find anywhere that sells them.
The CG description stated the following -

Should Tier 3 be reached, Torval Mining Ltd will deploy technology brokers to its megaships who will uniquely stock the engineered mining laser.

However, Inara only lists 4 megaships controlled by Torval Mining Ltd, and I visited the three that I could (the fourth is located in LTT 198 and I don't have the permit for that system) and NONE of them have a technology broker on board, so I am unable to buy the lasers.

Has anyone actually managed to buy one? Is it just a bug i'm seeing? Or have FDev not implemented them like they said they would?
