[2021] General's Headquarters

@Sir Derf this game should be playable without fighting as there are many players that prefer catering/negotiating. So quite a number of players would not have any use for such a Headquarter.

Furthermore, such a building will render some AWs useless. I will mention this, but it is not likely to happen though.

Not a bad idea for an expiring one, that I will pass!  

How about the nice ones, Needles of the Tempest , or Victory Springs, or Flying Academy!  

Definitely! One reason why is a tricky idea to implement
