I don't see how base raids even needs to create a schism and a divide among players. Can't they just create an object that causes base raids of various sizes to happen? Then players that want raids get happy, and players that don't want raids get happy.

I for one would love it if it was possible to create a grand castle town with armed NPC guards like crossbowmen, pikemen, etc. and instead of assaulting the final story villain's lair - you can provoke him to attack you. So that the player can decide if the final showdown is an assault, or a defense. You either go kick their ass, or you survive their siege.

And for regular raids. An item that either causes a light, medium, or hard raid on your base. But completely optional. It doesn't need to be a dividing issue at all.

At least for me this game would cast a shadow over all other games of this genre. If you could build a massive city / fortress, with friendly NPC guards. And have to defend your land. STILL - they can simply just make it optional no?

Any thoughts on this solution?

Something from the shroud, or from a camp, or from the hollow halls or something like that, so you could take it to your base and when exposed somewhere, it could trigger base raids from time to time of its owners trying to recover it. If they manage to get it, you would lose it and need to steal it again from them.

I think that's a fun way to implement something like base raids :) It still doesn't totally solve the issue of how easy base raids would be to cheese with our base building, but as a way to implement them, I could definitely see it being fun. I've opened the ticket so people can vote/comment on it if they like.
