There are instructions on said forum thread on how and what you should be doing. That is why it is locked.

You may report suspicious players using the Report Bug via Launcher, on the Launcher, click the down arrow under your username, and choose the 'Report Bug' option then on the new window choose "Suspiscion of using cheats" in the Category drop-down menu. Or at the end of the raid screen when getting killed by a suspicious player.
