[2019] EU Upgrade not showing

You might be confusing it with servers and all that. If you upgraded to EU version, then you are all set.

I wanted to test this before I went back to the states to make sure it worked but I still cannot connect to any servers other than OCE even with a low ping (as I know there's a ping limit of 250), I thought that maybe it wasn't working because I am still in Australia but even with a vpn and low ping I cannot connect outside of Australia.

Region lock and servers are different things. Region lock only allows you to be able to launch the game. It has nothing to do with servers. 

 

If you purchased the game in Asia or located in Asia, that is a different case though.

Ping limit is 150. Not 250.

If you can see the server name listed, you can join it as long as your ping is low enough. If you cannot see it, you cannot join it from anywhere in the world with any ping.

Players from Asia are locked to only Asian servers. Now with the high ping kick, unless you have a lower ping for a region, you cannot connect. 

 

This is a solution taken to resolve several issues and it is temporary until a permanent better solution is attained. No ETA though.
