[2021] 0.39.0b Hotfix

We have rolled out a quick maintenance-free update at 20:30 (PT) to balance out some characters.
These changes will be applied to each server over about an hour. No client update is needed.

[Bug Fixes]

• Cerberus – Item stats are applied correctly
  
• Eva's Light Triad(Q) and Hyejin's Charm of the Nomad(E) correctly calculate cooldown when the skill is not reactivated
