[2021] [COMPLETE] 0.41.0d hotfix

We're rolling out another quick hotfix to fix a bug.
The hotfix will be applied to each server over about an hour. No update is needed.

[Fixes]
* Life Steal & Omnisyphon effects will no longer provide twice as much healing

Due to temporarily halving life steal & omnisyphon effects, Ranked games will be disabled until we fully apply the fix.

[Ranked Disabled Schedule]

Ranked mode will be reenabled after the hotfix is complete. We apologize for the any inconvenience this may have caused. We'll be giving out 300 NP as apology!
