I want to buy this game and gamestop has the stellar version that says it comes with the encounters DLC. Does anyone know if that means the dlc is on the game or if it comes with a code because if it's on the game then I'll buy a preowned copy. I'm buying it for switch if that makes a difference.

The Switch is the only version where the game can be purchased as an all-or-nothing package; there aren't any other options on the Switch. Getting the Stellar version of Everspace has both the game and the DLC on the game card itself.
