[2020] How do i publish a mod without steam account?

It's been almost 2 years since I bought Factorio on GOG and I've been playing it a lot for a few months. I have created a mod that adds new materials to the game and i want to publish it so others players can test it. From what I saw, it is possible to publish it only from the mod portal but I don't have the game on Steam! (Can't link my factorio account with steam). Is there any other way to publish the mod? Thanks for the help.
