[2019] Powerarmor uses ultracite fusion cores first?

Why have I seen nothing on this issue? Powerarmor not only uses ultracite cores for no reason, but it also turns them into regular fusion cores. And it happens even if I have regular fusion cores in my inventory(it actually chooses them first!). It’s frustrating because this patch addressed a relatively minor issue with fusion cores and this gameplay affecting issue has obviously not been fixed nor addressed.
