[2019] Miner Miracles bug? Can't craft Excavator?

So, I recently bought the plans for various mods for the excavator set and wanted to craft a new set (had mine since level 25) to use, but knew that I haven't done the Miner Miracles quest yet.

I went to Garrahan Mining Headquarters and tried to interact with the poster to get the quest started. It wouldn't allow me to start it unfortunately so I checked my pip boy to find out it says I have completed the quest.

I went by a power armor station because I was sure that I hadn't done it and looked to find that I can't craft excavator pieces yet.

Is this a normal bug? Will I actually not be able to craft excavator due to it? Pretty disheartening to say the least... I play on Xbox and this is, by far, the most annoying thing I've experienced yet..

EDIT: It seems I registered my power armor before doing the quest and it locked me out of getting the plans to craft it. Anyone know a fix?
