Hello everyone could you explain to me why when I block players for X reasons I can find myself regularly against them for several days?!?! blocking is not intended to no longer meet them?! how could you just miss this basic option in a game?!?!?!

Apologies this wasn't responded to sooner - however the block function does not prevent you from being matched in a game with a player at all and is more to prevent communication from them.
It'll likely stop you being matched on the same team, but not necessarily against them.
As noted by @szaniblackbone - such a feature would result in significantly longer queue times.
