I've had this problem 6-9 weeks ago i think. I've uninstalled re-installed on steam and i bought the game again on epic games and it still didn't work, and I've factory reset my PC and it still dosen't work its just permanently stuck on this screen.

I'm sorry to hear that your game is crashing on launch.
Can you please go through the PC troubleshooting steps in the support article here if you haven't already done so as there have been known to help resolve issues such as games not launching, crashes, freezing and FPS drops.
However if you have already tried those steps or they do not resolve the issue then please let us know.
Could you also confirm which version of Windows you are using.

I have created a support ticket for you so that our Customer Support team can investigate this further.
To access your support case go to the Ubisoft Support website and login to your account. Once you are logged in there will be an option to 'see all cases' just below your avatar on the left hand side of the screen.
Can you please go into the case and attach your system files, dxdiag and msinfo.
