[2019] Cannot Edit builds with edit permissions, regardless of Toggle Pickaxe bind

I cannot edit my builds with permissions to cause my game thinks my edit bind is my pickaxe bind. Here are my binds:

Edit: X Button Toggle Pickaxe: - Button

Are Epic aware of this or does it have somurt to do with the new "hold [Toggle Pickaxe] to equip world edit phone"?
