[2019] Is this correct wording? One says decrease the other increases. From what I've seen from other perks its usually the same wording just different stats.

This is actually correct. Perks of using him as a Commander!

UPDATED for clarity: The tooltip is labeled correctly! The support perk, while awesome, isn't as strong as if you used that Hero as the actual Commander. Commander perks definitely have higher benefits than Support Perks.
