[2019] twine peak ssd 4 wave 3 not spawn bug but i knew twine peak ssd 5 had a bug of not spawning

We have a fix that we're actively testing. We should have this in for v10.20 If the testing shows that the fix corrects the issue.. We'll update the card once we're confirmed. Thanks!
