Map camera movement may be restricted after canceling the mission queue.

If players cancel the queue before the mission launch screen, they may not be able to click and drag the Map around.

Temporary Workaround: Selecting another screen (Quests, Command, Locker etc.), then going back to the Map should help with regaining full control.
