[2021] DECOY's voicelines don't play anymore

Really hoping this is a bug, but around 3 years ago DECOY stopped speaking. The lines are still in the game files, they just don't play.

I loved hearing "YOU HAVE BEEN TRICKED" and "COME AT ME, BRO". Really gave the ability some charm.

Definitely need to get DECOY's voice lines working again. 100%. This made the ability so unique. Apologies that it's been an issue for this long.
