So I wasn't quite sure until today what was happening with my Teddy. But today I realised that he just shoots less. It isn't about damage, it just takes more time to shoot anything even at lower levels. It's a shame because I really like to use this build.
Edit: So it was true he is nerfed. I started the game two months ago and I love Teddy when I first saw him. So I recycled everything in hand to get training manuals and bought legendary flux from shop instead of items I don't have so I could recruit the heroes from collection book to make a teddy build. It was my only build and now it isn't that much help anymore. And with all that training manuals spent, I can't upgrade my surv squad to get higher lvls but I was happy with my Teddy until he lasted.
